Prom Make-Up for a Make-Up Newbie

I typically do a pin-up style cat eye and some mascara and eyebrow pencil.

That's really all I know.

I have pink-y, pale skin, freckles, dark brown hair with a blonde ombre, very clear skin, and blue/grey eyes.

I have lob length hair, and I'll likely wear it in a low bun of some kind, likely messy, but in a good way, and minimal silver jewelry. A necklace and maybe some earrings.

So what do I do guys? I own black liquid eyeliner and black mascara, and a rich red lipstick.

I'll go out and buy things you can recommend for a look, but keep in mind a high school senior's budget.
